Why does a student need a custodian?

Canada asks minor students who come without a parent or legal guardian to have a responsible adult in the country.

A custodian is a Canadian citizen or permanent resident who takes responsibility for the student in an emergency and acts as an official contact for the school and the family.

Parents and the custodian each sign a notarized Custodianship Declaration. It goes in with the study permit application, and schools and school boards ask for it at registration.
